Good map i can see where the teams in R4 you can group in 5 for the 4 districts with D13 possible 6th team

A buddy of mine did this - it looks pretty good. He wasn't sure where to put Taylor so stuck them in Region 1.

District 13 looks very similar to the old 23-4A from the 90’s.
