It is the points margin + / - 18 points max. In this case with the 3 teams tied at 3-2. Gonzales beat R-F by 3, R-F beat Beeville by 18. So R-F has +15, Gonzales has +3 and Beeville has -18. Beeville can't reach R-F at +15, so R-F will win the tie breaker for the 2nd seed. Beeville, by beating Gonzales, will be the 3rd seed and Gonzales will be the 4th seed.

Up to each district. Some have different point limits, some only count positive points and some just flip a coin. Some are simple and some are complicated.
