How is Burnet ranked above Sinton in the region rankings, but Sinton is above Burnet in the State Rankings. How does that work?

I am only guessing ladydawg03 but I think it is because region 4 rankings are picked by toby070 and the state wide rankings are done by one of the moderators of the board. I suppose they have a difference of opinion on how Burnet should be ranked. Again, this is only a guess!
