Looks like a CYA list. Navasota was at #4 last week and they are trying to save face by dropping them only to #9 and FF was at #23 last week and they are not convinced they are the real deal (yet) and only advance them up to #11. I would have them flipped in the poll. Maybe they are hedging their bets that Navasota gets better at the end of the season and FF is peaking too early? I'd like to hear their reasoning.

Ranking momentum. It's one game. Highly ranked teams get a couple chances to slip up before they really drop, lower ranked teams have to prove themselves a couple of times to get the big bump.
