The base of the league is eroding. Declines in pop warner and HS football participation along with mountainous lawsuits are the driving force behind this rule change. I thought it was silly when I heard someone on ESPN radio about a year ago say that football is in the beginning of the end of its rein as king of the mountain. Now it seems they were right. The only other option is to have all new contracts have disclaimer waivers, of course that may hurt the pending class action suits so that probably won't be implemented until the other cases are finalized. That also only fixes the outlay of cash in the future with professional players. If that happened then schools' insurance policies may stop covering football related injuries. Not exactly promising outlooks either way.

There were only 6 plays that this "illegal" act would have been called for in the entire 2012 season. It will not be called inside the tackles on the LOS. It is also will be a spot foul. (Colin Cowherd)
