Boys state tourney brackets question

Does the UIL seed the four teams?

Their site has Royal opening with Yates.

I thought the posted UIL playoff brackets had Royal playing region 2

They seed the teams based on overall records.

I heard that the No. 1 seed Wylie and the No. 2 seed Yates are determined by record and they draw the 3rd and 4th seed. If thats true, it makes no sense. I wonder if they pick and choose their match-ups.

Seeds are determined by number of losses. If there is a tie in the loss column, the team with the most wins gets the higher seed.

They only Seed the top 2..... Wylie 1, Yates 2. The next to teams are drawn to see who they play. They do not seed 1-4, only 1 & 2....
