Receiving email problems

For some reason I can't receive emails using a pop 3 server?
When I try to connect its says connection refused
I can send mail but not receive
Called my ISP and they say its on my end
Check all my settings and they seem okay
Even tried Mozilla Thunderbird and same thing happens

Does anyone have any suggestions on what to try?

Have you recently installed a new anti-virus program?

It might have a firewall that is blocking things.
