I need a clarification from one of our resident officials.

Tonight at the end of the game we had a roughing the kicker called against us. The kick was partially blocked by an Sville player. I thought when the ball was blocked you could not rough the kicker? This is the explanation Coach Gillespie received from the ref according to his post game interview. "The player that blocked the kick was not the player that roughed the kicker." The block came before the alleged roughing. Unless I am mistaken once the ball was touched by an Sville player then another could not rough the kicker?

Rule 9-1-16-6 states: Page FR-86 in rule book

A player who makes contact with the kicker or holder after touching the kick is not charged with running into or roughing the kicker.

When a player other than the one who blocks a scrimmage kick runs into or roughs the kicker or holder, it's a foul.

Also note: When a defensive player's contact against the kicker or holder is caused by an opponent's block (legal or illegal), there is no foul for running into or roughing.
