Just a question, but when there are two pools that aren't full like this... in this case would pool A play pool B in the semis and pool C play pool D in the semis? If so, the teams in pools C and D have a 1 in 4 chance of clinching a berth at state whereas the teams in pools A and B have a 1 in 6 chance.

Thats not how we did it in Stephenville last week. We were in a 3 team pool. We played a crossover game with another 3 team pool (game didnt count). Anyhow, they seeded the pool winners 1-4 based on how many points each team scored. 1 played 4 and 2 played 3.
