I know of one guy that got stopped by a policeman and this was several years ago. He had to take off his seatbelt to get his DL that he kept in his glove compartment. When the policeman walked up he gave him a ticket for not having his seatbelt on. The Judge was sympathetic and fined him the minimum amount.
