I'm not sure how it can be illegal to look up, even in a courthouse. What would one be charged with, misdemeanor craning? I believe the problem is the glass stairs, not people looking at the scenery. But then, I would probably look up!

It is like a car wreck, BUT MUCH BETTER, you can't help but look up.

It could sometimes be as bad as a car wreck though, chance you take.
