Do you think it's a coincidence that 4 of the lowest are states with NO State Income tax??? Or that the states with the highest per student spending are also the highest taxed? Would like Texas to become the next Vermont?

Vermont is #1 is ed. spending, #29th in SAT scores in 2009 (5th best ACT scores 2010) and the 37th best state for business. They rank 20th in avg teacher pay. I'd say Vermont is under performing considering their demographics.
