Scenario: Let us say that it is 4th down with 1 second on the clock with the Cowboys down by 5 in the 4th. Tony Romo completes a pass to Miles Austin and breaks away down the sideline but is tripped by a player from the Eagles who is on the sideline, forcing Austin to stumble to the ground. How would the referees make a ruling on that?

I don't know for sure, but I heard that it's a judgment call by the ref on whether or not he would have made it in without the interference.

It's happened before. Back in the day. I believe the HR can call a TD or allow a 15 yard penalty with 1 untimed down.

I believe the call is unsportsman like conduct on the defense. The game cannot end on a defensive penalty but if it was a clear breakaway with no possibility of stopping the player a td can be awarded by the referees.

the correct answer is:

it doesnt matter. the play would not have happened. the play before the one in question, Flozell 2.0 aka Alex Barron would have held/hands to the face/unsportsmanlike/etc to have a 10 second runoff on the clock, end of game.

That all depends on what the score is at the time. Did Romo manage at least the league AVERAGE in points for the game or did he only manage 7 point up to that point?????? Romo isn't at fault for the trip but he CERTAINLY is at fault for only scoring 7 points the other 59 minutes of the game with the most talented offense in the NFL!!!!!!!! :D :D
