If a Varsity player at one school moves to a bigger classification school does he have to sit out a year at his new school?

Moving up in classification doesn't change anything. If it's obviously for reasons other than athletics (moving from Gilmer to Ft Worth, etc..), then it's automatic. If there's a question about it, it goes to a district vote. The former HC has alot to say about it when he fills out the PAP(previous athletic participation) form.

It certainly depends on the situation. If you and your family move inside the new school district's district lines then you become eligible right away so long as you are enrolled in said new school district on or before the first day of school, if not on or before the first day of school there is a 2 week waiting period. If you are a transfer student (attending a school in whose district lines that you do not live) then you will be subject to the one year of ineligibility. Ineligibility only pertains to varsity competition so one could still participate at the JV level or below with no consequences. If it is found that you moved into the new district (you physically live inside district lines) for athletic purposes then it is up to a district committee (usually superintendents) to decide your eligibility. If you move in after the district committee meets then you could be sent to Austin for a hearing with the UIL who will determine your eligibility. Typically if your family physically moves there are very few questions asked and you get approval from the district committee so long as your PAP is clear from your previous school. If your appeal gets all the way to the UIL they pretty much shoot down most appeals that get to them. There are a lot of scenarios. One I can distinctly remember was that of Jasper's Gilbert Moye who moved to Tyler to live with his aunt in the aftermath of the hurricane that devestated southeast Texas a few years ago. The UIL ruled him ineligible to participate his Sr year because his aunt was not his legal guardian and his parents had stayed in Jasper to rebuild.

Moye moved to Lufkin to live with his aunt, but she taught in Dibol so he went to Dibol to play football. He had to sit out a year starting mid season (junior year) so he was eligible to play halfway into his senior season. Haven't heard from him since that time, but he was quite the athlete.

It was quite the convoluted mess.
