I can see diplomatic immunity for for diplomats who may have to drive a little fast to get to a very important meeting, but outside of that, I question it's wisdom. I think the intent is mainly to keep diplomats from being apprehended on charges which may be as the result of conflicting cultures, or preventing diplomats from performing their functions because of some silly contrived charge. I think the diplomat in this case will lose his job once back in Qatar, however, and I think that will be the correct response in this incident.

I am sure the POTUS will give him one of his famous bows on his way out of town. Then the guy will get back to Qatar and get reassigned to the Qatar equivilent of one of our secluded outposts in Alaska, which will be a remote training camp in the Afghan/Pakistan border region.
