For the second time in three years the Cowboys are in the final eight of the NFL playoffs, but this time it could limit their work in free agency.

With it all but assured that the salary-cap will be gone in 2010 without an extension of the collective bargaining agreement between the owners and NFL Players Association, there are new rules in place that limit player movement and a team's ability to go after players.

The Final Eight Plan will be in effect. What is the Final Eight Plan? Here's the official explanation from the NFL:

"During the Final League Year, the eight clubs that make the divisional playoffs in the previous season have additional restrictions that limit their ability to sign unrestricted free agents from other clubs. In general, the four clubs participating in the championship games are limited in the number of free agents that they may sign; the limit is determined by the number of their own free agents signing with other clubs. For the four clubs that lose in the Divisional Playoffs, in addition to having the ability to sign free agents based on the number of their own free agents signing with other clubs, they may also sign players based on specific financial parameters."

I've heard about this a couple of times, but what it doesn't explain is this:

What happens if a team cuts a player? Are the eligible to sign a free agent then?

For example's sake, let's say that they decide that they want another wide receiver, and Vincent Jackson is available. Is there any rule that states they can't cut Sam Hurd, making him a free agent, and then sign Vincent Jackson?

Will there be limits to what they can pay rookies. I remember particularly the injustice of the 1969 Baltimore vs Jets Super Bowl.

No matter what else happens, JJ better be willing to give Miles Austin a huge raise. He's only making slightly above the league minimum now.

Austin will be a restricted free agent under the new rules...so his money is coming!
