I guess the NFL rules must differ from NCAA because if this were the "big" 12 championship the Eagles would have 3 seconds left on the clock at the end of the first half

Well, they are playing in NY. Home team tends to have the advantage as far as the clock is concerned. You would think that would be reviewable though.

No, the difference is that in the Big 12 game, the on field officials had already decided to put one second back on the clock before the review and the booth chose to review. In the NFL, the booth can also review that play on thier own if they choose.

According to the referee of the Big 12 Championship Game, he had already determined that there should be one second on the clock and was coming to the middle of the field to announce that decision when the booth notified him of a review on that same basis. He said that the booth review only confirmed what he and the othr refs on the field though was the right call. GET OVER IT!
