On kickoffs, can the kickers plant foot cross the 40 yard line when he kicks?

I saw offsides called on the kicker during an onside kick attempt. The angle of the kicker made his plant foot go about 2 feet beyond the line. NCAA - Div. 3 game- UMHB vs. Central College

Haerd to believe that gets missed in a playoff game but appears they did.

Found this in the DesMoines newspaper:

Central (10-1), ranked fifth nationally, still had a glimmer of life after recovering the onside kick, but kicker Jake Viggers was ruled offsides because his plant foot was past the 30-yard line. Forced to kick again, No. 9 Mary Hardin-Baylor (10-1) recovered to clinch the victory.

The rule:
6-1-2
Free Kick Formation
ARTICLE 2. A ball from a free kick formation must be kicked legally and from some point on Team A’s restraining line (Exception: Rule 6-1-2-d) and on or between the inbounds lines. The referee will declare the ball ready for play when the officials are in position after the kicker has received the ball. After the ball is ready for play and for any reason falls from the tee, Team A
shall not kick the ball and the official shall sound his whistle immediately.

When the ball is kicked (A.R. 6-1-2-I-IV):
a. Each Team A player, except the holder and kicker of a place kick, must be behind the ball (A.R. 6-1-2-V and VI) [S18].

The newspaper article says it was on the kicker but I was wondering if you were at the game. Is it anyway possible that someone else on kicking team was offside?

I am a big CRU fan and I did drive the 15 or so hours to Pella, Iowa and saw the game.

How did you know the foul was on the kicker? (I ask because I have some officials who are saying no way they flagged the kicker)
